推进湿地生态文明建设

———以大庆市为例

［摘要］大庆市湿地资源的保护和利用过程中，使湿地生态系统遭到破坏，造成湿地面积减少、破碎化、水体土壤污染等问题。在大庆市湿地生态文明建设过程中必须以习近平生态文明思想为指引，全面推进大庆市湿地生态文明建设，明确湿地资源的建设目标、生态红线、生态恢复等工作，实践出具有大庆市特点的湿地生态文明建设之路。

Abstract：Wetland ecosystem has been destroyed in the process of protection and utilization of wetland resources in Daqing City．It causes the reduction of wetland area，fragmentation，water and soil pollution and other problems．In the process of wetland ecological civilization construction in Daqing，we must take Xi Jinping’s ecological civili-zation thought as a guide，comprehensively promote the construction of wetland ecological civilization in Daqing，clarify the construction objectives of wetland resources，ecological red line，ecological restoration and other work，and practice the construction road of wetland ecological civilization with Daqing’s characteristics．

习近平生态文明思想是关于人与自然关系思想的继承和发展，是对中国特色社会主义生态文明建设的指引，更是全面依法治国和深化改革的延伸和实践［1－2］。习近平生态文明思想认为“山水林田湖是一个生命共同体”，对生态系统的保护是倡导绿色发展的重要内容，是全面建设生态文明的重要组成［3］。大庆市的内陆湿地生态系统是国际重要湿地系统之一，承担着维护我国野生动植物生态安全的崇高使命，所以对湿地资源的利用、保护和管理要按照习近平生态文明建设思想内涵要求，遵循习近平生态文明思想的指引。1习近平生态文明思想对大庆市湿地资源管理保护的指导意义

习近平关于生态文明思想被写进了中国共产党的十九大工作报告中，使全国人民充分意识到自然生态保护的重要性，以及保护好湿地生态对“五位一体”建设和社会可持续发展的重要意义。保护好湿地生态是践行共享蓝天、碧水、青山、绿地的理念，也是绿水青山就是金山银山重要一环，更是“人与自然和谐共生”重要体现［4］。加大湿地等自然生态系统和生态环境保护力度，强化湿地生态保护、恢复和休养生息制度，实施多元化自然生态补偿机制，实施湿地生态修复工程，保护生物多样性［5］。尤其是
