大庆市生态保护红线划定及区域内土地利用现状分析

摘要：以大庆市为例，结合实际开展统筹推进和落实生态保护红线各项工作，根据科学评估结果，对生态保护红线划定及区域内土地利用现状情况进行分析。红线范围内还存在部分的城市、村庄、采矿用地、建设用地、建制镇等，因此在制定红线管控办法和正面清单时应结合实际，需要考虑红线区内人民群众的正常生产生活。从而为构建大庆市生态安全格局、推进全市生态文明建设奠定坚实基础。

Land Use in the Region on Daqing city

Abstract:Take Daqing City as an example,and carry out the overall promotion and implementation of the ecological protection red line in accordance with the actual situation.Based on the results of scientific assessment,analyze the red line delineation of ecological protection and the status of land use in the region.Within the red line,there are still some cities, villages,mining land,construction land,and fonned towns,etc.Therefore,when formulating the red line control method and positive list,it should be combined with reality,and the normal production and life of masses in the red line area need to be considered,so as to laid a solid foundation for building the ecological security pattern of Daqing City and promoting the construction of ecological civilization in the city.

为贯彻落实《中华人民共和国环境保护法》m《中共中央关于全面深化改革若干重大问题的决定》⑵《国务院关于加强环境保护重点工作的意见》⑶和《关于划定并严守生态保护红线的若干意见》等文件精神,大庆市根据科学评估结果,协调全市生态保护红线划定技术工作，校验划定生态红线区域范围，并将生态保护红线划定结果与土地利用数据进行叠加。本文对全市生态保护红线划定及区域内土地利用现状情况进行分析，期冀为构建大庆市生态安全格局、推进全市生态文明建设奠定坚实基础。

1技术路线

结合大庆市经济社会发展状况和生态环境保护状况,通过科学评估,识别出大庆市生态保护红线的划定范围。在此基础之上,用各类禁止开发区域对评估结果进行校验，确保

2技术流程

2.1开展科学评估

原则上评估的基本空间单元应为250m x250m网格。评估工作运行环境釆用地理信息系统软件。釆用统一发放的预处理的优于2.5m分辨率黑龙江省遥感影像图，以黑龙江省生态评估数据为基础,结合专业知识并根据相关规划、区划中重要生态区域空间分布情况，综合判断评估结果与实际生态状况的相符性。针对不符合实际情况的评估结果开展现场核查校验与调整，使评估结果趋于合理。

2.2校验划定范围

根据大庆市生态保护红线科学评估结果,对以下保护地进行校验，形成生态保护红线空间叠加图，确保划定范围涵
